Sullivan County VINELink Release Coverage
Missouri calls its statewide program MOVANS, the Missouri Victim Automated Notification System. The Missouri DPS MOVANS page describes searches and notices for changes in incarceration or court status. Participating county jail information and court events can appear through the local route. Coverage and timing still depend on the agency that sends the data.
MOVANS is not a historical Sullivan County release list. It is also not proof by itself that someone physically left custody. A local custody event, court event, and protection-order event are separate streams. Register for each needed stream rather than assuming one subscription covers all of them.
A person committed to MODOC may have active custody or supervision information in the state offender search, but current notification registration for DOC custody uses MODOC Victim Services. Federal Bureau of Prisons custody and ICE detention are not covered by this local MOVANS route.
Sullivan County also has a split local path. A person may be booked through the Sheriff's holding point in Milan and later appear in regional custody in Pattonsburg. Search the participating record and note the source agency. If the result names the regional jail, contact that custodian. If it names Sullivan County or a court event, route the confirmation to the Sheriff or the Sullivan Circuit Clerk.
A court notice may signal a changed setting or order without confirming the moment someone crossed a jail exit. A custody notice may arrive before the public docket is updated. Match the two event streams only after checking the case number, booking, and reporting agency.

Begin at the official VINELink portal or the state MOVANS page. Select Missouri and the correct search type. An offender ID or case number is more precise than a partial name. If only a name is known, review every possible match and compare the lawful identifying details with the source agency before opening a registration.

- Review all matches. Compare identifiers, source agency, case details, and any other returned facts before selecting a record.

- Use the source agency named in the result to confirm the current status and request the release or order record.

The research did not use a private person's record merely to verify screen fields. Exact released-result columns therefore are not promised. The supported point is narrower: MOVANS communicates custody and court status changes, including release events, through data supplied by participating agencies.

Do not assume a scheduled date is an actual release. Do not assume that a “not found” result means the person left custody. Spelling, alias use, agency participation, a transfer, and data lag can all change the result.
A released result and a current roster also answer different questions. A roster can place a person in custody at the moment checked. A MOVANS notice can report a change. The booking and release record supplies the exact exit, release reason, authority, and destination. Keep those roles separate when reconnecting with someone or confirming where custody moved.

Register Sullivan County Release Alerts
Local Sullivan County jail and court registrations currently use SMS text or email. More than one phone number or email address may be registered. Custody and court events require separate choices, so first decide which event stream is needed. A person following both should register for both.
- Open the correct person or case record after verifying the identity and source agency.
- Select the local custody event, court event, or other available stream needed for the specific matter.
- Choose SMS text or email. Add each destination that should receive the notice.
- For a text registration, save the generated four-digit PIN. It manages or verifies the registration.
- Repeat the process for a separate court or custody stream when both are needed.
- When a notice arrives, contact the authority identified in it and request the underlying release or court record.
For MOVANS search or registration help, Missouri DPS lists movans@dps.mo.gov and 573-526-1929, with published help hours of 8 a.m. to 5 p.m. Monday through Friday. Those are support hours, not Sullivan County jail release hours.
Save the registration details in a secure place. Multiple destinations can receive notices, but each subscriber should know which record and event stream was chosen. If a name match later proves wrong, manage or remove that registration through the current text or email process. The four-digit code belongs to the text registration. It is not a jail identifier, offender number, or court case number.
Missouri Changed Sullivan Release Alerts
Missouri changed MOVANS service on May 5, 2026. The dated DPS service notice controls the current procedure. Local jail and court searches and registrations remain available, but telephone notifications and VINELink mobile-app notifications ended. Current local channels are SMS text and email.
The older telephone process can cause confusion. Under that discontinued system, a person receiving a call acknowledged it with a PIN and the pound key. Current Quick Tips still describe a four-digit PIN, but it is for text-registration management or verification. Do not wait for a phone call, and do not use the old call-acknowledgment steps.
Missouri DPS also says MobilePatrol and Missouri Sheriff Connect are not affiliated with MOVANS. An app that uses a similar county or sheriff label should not replace the official state portal. The current local path begins with MOVANS or VINELink in a web browser and delivers the selected notice by text or email.

Sullivan County DOC Notification Route
MODOC offender custody notifications now use the Department of Corrections Office of Victim Services, not the local jail or court registration path. Missouri publishes victims@doc.mo.gov and 573-526-6516 for that service, with the same 8 a.m. to 5 p.m. weekday help window cited in the state notice.
Keep the populations separate. A Sullivan County jail booking is a local custody matter. A person in a Missouri prison or under MODOC authority belongs in the state corrections path. The MODOC Offender Web Search can show active state custody or supervision information, but it is not a Sullivan County booking archive and excludes fully discharged people from its interactive search.
For a fully discharged state offender, request the MODOC archive or discharge record. For a local release, ask the Sullivan Sheriff or regional jail for the booking and release entry. MOVANS can supply the prompt, but it does not replace either official record.
Active MODOC supervision also requires careful wording. Parole or conditional release means the person is outside prison under state authority. Probation can follow a court sentence without a state-prison release. A final discharge ends the active status and is not displayed in the same way by the interactive offender search. Use the archive or a records request for that final event.
Confirm Sullivan County VINELink Alerts
When a local custody-change notice arrives, call the custodial authority named in the message. Ask for the release date and time, release reason, authority, destination, and any hold or transfer. If the person was booked in Milan but housed in Pattonsburg, the Sullivan Sheriff and Daviess/DeKalb Regional Jail may each hold a different part of the file.
Check Case.net for the order or judgment that explains the legal basis. A bond order, dismissal, sentence, probation entry, or commitment can explain why custody changed. The court docket may not show the exact physical exit time, so it cannot replace the jail record.
