Sullivan County Mugshot Records
A booking photograph is tied to an arrest and intake event. Release does not by itself erase that source record. Yet Missouri law does not make every image open in every setting. The record custodian must consider the booking, the status of the arrest report, any court order, lawful redaction, and the rules for closed or expunged records. A photo can also be held by a different agency from the Sullivan County arrest record when a person was booked or housed at the regional jail.
Missouri section 610.100 addresses arrest reports and closed records. If an arrest is not followed by a charge within the statutory period, parts of the arrest report can become closed while the disposition portion remains accessible. Investigative material and protected facts can have separate treatment. The sound request is narrow: name the booking and ask for the associated image plus release or disposition fields, with open portions separated from any lawfully withheld material.
Note: A photograph can identify a booking, but it cannot prove the person later left custody or explain the release reason.
Sullivan County Mugshot Search Channels
No official Sullivan County release-mugshot gallery, public photo archive, Sheriff mobile app, or release-photo social feed was found. The regional JailTracker is the only official visual roster route identified, but its photo fields were not verified and it is a current-custody tool. It does not provide a discovered released, 24-hour, or 72-hour history tab. A name that vanishes may have been released, transferred, committed to MODOC, moved under another authority, or delayed in the data.

Each official route has a distinct population. MODOC is for state custody and active state supervision, not a county-only booking. The registry covers only people required by law to register. The regional roster covers people shown as currently held. For an older Sullivan County release, a direct record request is usually the most precise photo path.
Request Sullivan County Booking Photos
Address the first written request to the Custodian of Records, Sullivan County Sheriff's Office, 109 North Main Street, Suite 9, Milan, Missouri 63556. The official phone is 660-265-3313. No local online request form, request email, photo flat fee, or local fee schedule was found. Call to learn the preferred delivery route and current custodian, then keep the request itself in writing.
- Identify one booking. Give the full name, known identifier, booking or case number, and approximate booking date.
- Name the image. Ask for the existing booking photograph linked to that event, not all photos for a broad group.
- Add release fields. Request the booking number, admission date, release date and time, release reason, authority, and destination.
- Ask who holds it. If the person went to Pattonsburg, ask whether the Sheriff or regional jail created and retains the image.
- Request segregation. Ask for open portions and the exact legal basis for any withheld part.
- Control cost. Prefer electronic delivery and request an estimate before a stated fee ceiling is exceeded.
Under section 610.023, the custodian must act as soon as possible and no later than the end of the third business day. Production may take longer for reasonable cause, but the office must give a detailed explanation and the earliest available date and time. A denial requested in writing must identify the legal provision.
Sullivan County Regional Mugshot Route
Secondary reporting says some Sullivan detainees are transported from Milan to Daviess/DeKalb Regional Jail in Pattonsburg. Historical audit material supports out-of-county placement, but no current Sullivan contract or transfer policy was found. Confirm the individual path with the Sheriff. Do not assume every Sullivan booking created a regional photo, or that every person missing from Milan was taken to Pattonsburg.
If the regional jail performed intake or retained the image, send the request to Daviess/DeKalb Regional Jail, 102 North Meadows Lane, Pattonsburg, Missouri 64670. Its phone is 660-367-2200 and fax is 660-367-2579. Ask for the regional booking/release record and photo. Ask the Sullivan Sheriff separately for the arrest, commitment, and transfer record because the two bodies can hold different portions.
The official regional resources page links the current JailTracker. Use it to test current presence, not to reconstruct a historical release. A current photo, when shown, can disappear as the roster changes. Preserve the booking number and source time if the image is needed to frame a later official request.
Sullivan County State Offender Photos
A Sullivan County court can commit a person to state prison, but that is not a county-jail release. For an active MODOC prisoner, parolee, probationer, or person on conditional release, search the MODOC Offender Web Search. Use the DOC number when known and compare the result to the offense, sentence county, identity facts, assignment, and supervision status. The result screen's image and fields should be checked directly rather than promised in advance.
The live MODOC search excludes discharged offenders. For a photo after final discharge, ask for an existing identification image through the MODOC Sunshine Law channel. Section 217.075 generally opens correctional offender records under Chapter 610, while preserving medical, otherwise closed, and institutional-security material. The state record still must be matched to the right person and sentence.
The Missouri Sex Offender Registry is another narrow official channel. Section 589.402 authorizes a photograph and release, parole, or probation date for registrants. It is not a general Sullivan County released-inmate gallery. A person who is not subject to registration will not be found there, and a registry result should not be used to infer facts beyond the registry's stated scope.
No Sullivan Release Photo App
No verified Sullivan County, Missouri Sheriff app or official release-photo social feed was found. Same-name searches can point to Sullivan County in Tennessee, Indiana, or New York. They can also point to the City of Sullivan, Missouri, which is not in Sullivan County. A logo or county name in an app store does not establish that the Sullivan County Sheriff authorized the product.
Missouri DPS also states that MobilePatrol and Missouri Sheriff Connect are not affiliated with MOVANS. Local news may publish an arrest or event photograph, but that publication does not establish release status. Commercial archives may keep stale records and images. Neither category replaces the booking/release sheet, the court disposition, or a record from the agency that took the photo.
When an unofficial image is the only lead, use it only to refine the spelling, approximate date, or source agency. Then return to the Sheriff, regional jail, court, or MODOC. No commercial mugshot publisher, data broker, or paid removal service is endorsed or linked here.
Note: An app for another Sullivan jurisdiction can produce a convincing but entirely wrong answer for a Missouri booking.
Sullivan County Mugshot Removal Law
Missouri section 407.1150 prohibits a publisher or disseminator from soliciting or accepting money or other consideration from the record subject to remove or correct criminal-record information. The law covers correction as well as removal. A knowing and willful violation can be a Class A misdemeanor, and each payment can be a separate offense. The civil remedy can be $10,000 or actual and punitive damages, whichever is greater, with potential fees and costs.
This law does not order Sullivan County to publish booking photos. It also does not erase a photo merely because custody ended. A court expungement can close records named in the order under Missouri law. Other arrest-record closures and lawful redactions may apply. The person seeking a change should give the order or correction proof to the agency that created the record and ask how it will update or restrict its own copy.
The official statute is best read alongside the public-record rule rather than as a commercial removal promise.

Verify Sullivan County Mugshot Matches
A photo match should rest on more than a face or name. Compare the booking number, date, arresting agency, case number, and source custodian. Then use Case.net to read the Sullivan County disposition, sentence, bond order, or later court event. The court file may explain why custody changed, but the jail record remains the source for the actual exit time and destination.
For a current regional record, distinguish “still shown in custody” from “not shown.” For a state record, distinguish prison, parole, conditional release, probation, and final discharge.
